Thomas Barnett has written two books on th e need to reshape our thinking of how to wage war. In his speech at Kansas State University, Donald Rumsfeld made several points that reverberate with the premises of Barnett’s books:

National security policies can no longer be separated into the functions of defense, diplomacy and development.
No wonder so many retired generals have been upset with Rumsfeld.
